Study Guide for American Government Test #1 For ALL chapters: Review the terms / quizzes at the end. Study the summaries too! Look for the ** marks = One of the short essay questions. You may pick ONE of these to  type up at home and bring to class ON test day. Chapter 1: American Political Culture   PHILOSOPHY –  What forms of government are there and why do people disagree on  which ones to use? What is “Democracy”, a Constitutional Democracy? A Representative Democracy? What are 2 Themes that are seen through the course of American Government? (The ones I told  you) What was the Greek idea of citizenship?  Name 2 European authors who influenced Thomas Jefferson’s writing of the Declaration of  Independence. What is the “Social Contract” idea all about? Why do we need to limit our  government anyway? What are some of the consequences (good and bad) that we have seen as our country has become more diverse? How does the diversity of political participation affect how laws are made and  how we re­act to them in society? Do we have trust in our government today?  How do people say they like liberty, equality and democracy, yet STILL argue over how these  ideals are actually used? Know the definitions – pgs 13 and 15 especially  Chapter 2: The Founding and the US Constitution HISTORY ­­ The general “Timeline” of how the US got to the point of creating   Government #2 (the current US Constitution ) **What interests and conflicts were there to encourage OR to overcome in getting the colonists  ready for war with England? Who (groups) needed to be united and how was this done? **What were the arguments for “fixing up” the Articles of Confederation vs. trashing it and  starting all over again? Why was it important to “sell” the people on the new form of  government? How was this actually done?  **What are 3 limits on the U.S. government that you can name? What limits does it put on itself  in the US Constitution and where are these limits found?  (Give examples. (See table 2.2) Hint:  See Handout on “Three Branches of Government/Checks and Balances) st nd nd What were the 1  and 2  Continental Congresses? What happened in the 2 ? **What was the main problem with the “first” government of the new United States? (What was  it called?) Then, name it and tell why you feel this way. Once again, give examples. What was Shays’ rebellion? What did England & George Washington think of it? What problem did John Adams encounter at the end of the Revolutionary War as he negotiated  an end of the war treaty with England? How did these two items above get people to think more seriously about moving on to the NEW  US Constitution? What fate did England, Spain, and others desire for the new American nation? **What were some of the big issues, conflicts, AND compromises made so that we could have a  NEW Constitution? Who, and What Issues were involved? (Differing ideas / beliefs on the new  form of government.) Why did we need a new form of government anyway? What are the Bill of Rights? Name / Explain them. (Amendments 1 – 10) (or at least #8) **What are “The Federalist Papers” and who wrote them? Why? What were some problems in actually getting the 13 state legislatures to ratify the new US  Constitution? What did James Madison say about this? In what unique way did some supporters of the NEW US Constitution get people to also be led to favor its passage by their state legislators? (Think “public gatherings and “debates”.) Know these: *Virginia Plan, *New Jersey Plan, and how each got part of what they wanted in  the formation of our new government. (Government #2) What was “The Great Compromise”?  What was the 3/5’s Compromise? (And why 3/5’s anyway?)  What big event to come later (1860’s) was “foreshadowed” by the way we did (or didn’t) deal  with this particular issue? Who were the Federalists and the Anti­Federalists? What were they arguing about? What was  important to each group?  Are people still arguing some of these points today? How so? What is “Tyranny of the Majority”?  “What is “Fear of Excessive Democracy”? (Think John  Adams)Why worry about these things? Are these items still debated today? How? *How can the US Constitution be amended? (Make sure that you don’t get your “percentages” /  fractions mixed up!) How many amendments are there?  See pages 54 and 63. Are there time limits to the amendment process? What happened to the E.R.A.? SPECIFIC POINTS TO KNOW— How were US Senators FIRST placed into office? Why THAT way? What changed this?  DEFINE:  Separation of Powers, Federalism, Judicial Review, The Electoral College: Why does IT even exist? Political Efficacy, Full Faith and Credit clause, Privileges and Immunities clause,  Supremacy clause, enumerated powers, implied powers, The Necessary and Proper clause / or  elastic clause.  Remember: **Checks and Balances – What are they? Why are these set in place? Give examples for each branch of government. (Review Handout)  *What exactly did the Federalist Papers #10 and #51 say? Give specific examples. What was the book Democracy in America all about? Who wrote it and why? Did America’s  leaders like it? Chapter 3: Federalism Define the federalism. Is there more than one form of it? Explain. What is meant by a state’s “reserved” powers AND “police” powers? How do morals fit into all of this? (Especially in State laws.) What are the 9  and 10  Amendments about? Be able to tell what happens when a state law and a national law disagree? (Examples.) What if 2 states’ (or more) laws conflict? When must they respect each other’s laws? When did  they NOT have to do this? Why? What is the D.O.M.A.? TERMS:  Dual & Cooperative Federalism, Unfunded Mandate, Devolution evolution, States’  th Rights & their connection to the 10  Amendment. Review terms on pgs 77, 78, 81, 82, 87, 88  What are the pictures on pg 93 all about?  SKIP pgs 94 to 98.  THEN: Read pgs 99 to 107, end of the chapter. *Two Important Supreme Court Cases:  1. McCulloch v Maryland, and  2. Gibbons v Ogden.  What were the results of each? Who was John Marshall? nd In the 2  case above: What issued was later settled because of the earlier ruling? Long Essay Questions,  20 Points:   2 ­ 3 typed pages Due at the time of the test You pick ONLY ONE of the following three essay questions for the test.  Those students who  choose an essay early tend to produce better essays. Just because you DON’T pick the other two  essays, do not think that you can “skip over” the information they ask. Chances are the  information will be covered somewhere else on the test. 1. Thomas Jefferson wrote about many things that the King of England was doing to persecute  the colonists. What things? Name six. Where did Jefferson list them? A few years later, these complaints were then addressed so that our new government would not be allowed to do  these same bad things. Where were these solutions written? Who wrote them? Name six  corresponding solutions to the six problems you listed above. Why are these items important  today? Give examples. EXPLAIN! 2. Liberty, Equality, and Democracy are three items that most reasonable people will agree are  all good things for a government to honor. Yet, within these items there can be room for  argument as to how we / the government will implement them or make certain laws for  society. Often, the laws (or their interpretation) can change over a period of time. Explain the process of how these changes can be done; then name and explain a certain legal concept,  Federal law, and / or particular U.S. Supreme Court case (or cases) as seen in chapter 1 to  make your point.
