If I was hired to create a “New League” and implement a salary system, I would implement some type of salary cap similar to the NFL rather than an enterprise and luxury tax system similar to the MLB. A salary cap is an agreement between the NFL, players, and team that limits the  amount of money a team can spend on player salaries. The salary cap is determined each year and adjusted. Over the past few years, the salary cap has consistently increased. The NFL also has a minimum salary policy and in 2013, they also had spend 95 percent of the cap.
