  • state = centralized authority
  • How do we give a state legitimacy?

Defining the state

  • state = organization that maintains monopoly of force over given territory, set of political institutions to create & execute policy regarding freedom and equality
  • Sovereignty = ability of state to carry out actions or policies within territory without external factors or internal rivals
  • state needs to be able to act as primary authority over its territory
  • state needs physical power (armies) (police)
  • more power within territory. = more security for citizens
  • state serves as set a institutions that society deems important to achieve goals
  • public sees state as legit, vital, and appropriate = states can't change very easily
  • state establishes order & turns politics into policy
  • state drives economic development, rise of democracy, etc

Regime: fundamental rules and norms of politics

  • embodies long-term goals about individ. freedom a collective equality
  • where power should be
  • how to use power
  • democratic regime = public plays large role in gov't, some individual rights & freedoms
  • nondemocratic regime = public plays more limited role in gov't, favors people in power
  • both can vary in extent
  • rules & norms that distinguish regimes from each other often unwritten, implicit
  • “regime" can also designate single person who holds power
  • State = machinery, regime = software

State

  • Monopoly of force over territory
  • Set of political institutions that create and carry out policy
  • Sovereign
  • Has institution like army, police, taxation, judiciary, social welfare system

Regime

  • Norms and rules regarding individual freedom and collective equality, location of power, how to use power
  • Institutionalized, but can be change by dramatic social events
  • Categorized as either democratic or authoritarian
  • Often embodied in constitution

  • people originally organized in families and tribes

  • 4000 BCE = cites form, technology specialization, consumer goods, trade problems with inequality and personal freedom
  • political institutions and sedentary communities established at the same time?
  • Hobbes: people voluntarily submit to political authority to avoid anarchy ensure freedom & equality through security
  • Rousseau: people are “noble savages", compassionate and equal, but civilization & state corrupted them through institutional inequality
