Running head STRATEGIC PLANNING PROCESS 1 Strategic Planning Process The Functions of Modern Management MGT601 Professor Dwight Reimer April 13 2015 STRATEGIC PLANNING PROCESS 2 Strategic planning and goals are formulated by top level management and are often based on an organization39s mission A strategic plan contains the answers to who what when where how and how much for achieving strategic goals longterm companywide goals established by top management Strategic goals focus on the changes desired in such areas as productivity product innovation and responsibilities to stakeholders Plunkett 2012 Strategic planning draws heavily on the leadership abilities of managers When top level management deal with strategic planning they keep in mind who what when where how and how much for achieving strategic goals to get answers to their plans 0 What identifies the specific goals to be accomplished What do we have to work with 0 When answers a question of timing each long term goal may have series of short term objectives that must be achieved before the long term goals can be reached 0 Where concerns the place or places where the plan will be executed Where do we want to be 0 How involves the specific actions to be taken to reach the goals How do we get there 0 How much is concerned with the expenditure of resources needed to reach the goals both short and long term The first step in the strategic planning process is to address the questions such as What do we have to work with and Where are we with our plan Answering the question of what do STRATEGIC PLANNING PROCESS 3 we have to work with involves concern of strengths and weaknesses and willpower of how to make the most of one s strengths The second step is answering Where do we want to be in two months four months 6 months andor a year from now It is necessary that this step involve all of the individuals who will have any stake in helping achieve the vision For example State agencies may not have just one mission statement That might easily have multiple purposes for their mission The Florida Department of Health has a mission and that is To protect promote amp improve the health of all people in Florida through integrated state county amp community efforts If the state agencies are unable to design a mission statements that can include numerous different goals then the individuals that are part of planning this mission should develop several separate and clear mission statements be which will still re ecting different goals but still part of the vision The Florida Department of Health s vision statement is very clear broad comprehensive statement of the purpose of the agency To be the Healthiest State in the Nation By having this vision the mission is very clear what the goals are both short and long term To protect promote amp improve the health of all people in Florida through integrated state county amp community efforts The next step in the planning process is the clear and comprehensive means of the goals knowing the desired longrange conditions of wellbeing for the states communities and agencies For example the state of Florida s Department of Health s long term goal is to be the Healthiest State in the Nation however the short term goal is to have all children and families be healthy by the year 2015 This is the long term goal that the whole state of Florida is the healthiest state in the nation The short term goal is to reach and meet certain numbers every STRATEGIC PLANNING PROCESS 4 month of children and families To reach the long term goal by the end of the year 2015 each month in the year 2015 would have to have a certain about of criteria met Goals specify the direction and full intentions for the future of the state and the Health Departments throughout the state of Florida After expressing the vision and determining goals planners such as the Administrator forf the Florida Department of Health must address means of reaching their goals For examples planners much provide what is needed to be able to reach certain goals Such as by setting up bulletins board advertising and announcing for individuals in the community to take their children to their local health department so that the children have their immunizations and all immunizations are up to date receive the u shot or u mist during u season have all well child check up appointments for each children based on age groups This also goes for women in the community Women can call and schedule an appointment at the local Health Department to have a yearly physical have a Papanicolaou or pap test done breast exam and if needed birth control and be educated on the different types of birth control and opinions available For men to schedule an appointment for their yearly checkup as well Men of certain age have to have test done such as colonoscopy blood pressure cholesterol check These are just a few of the many things that men can have checked This last step involves articulating strategies for achieving results Strategies should re ect the strengths and weaknesses of the entity engaged in the planning Recognition of relative strengths and weaknesses is helpful in identifying promising strategies For example a very small office such as the office that I work in could be easily recognized that its size could be both STRATEGIC PLANNING PROCESS 5 a weakness and a strength There are just two nurses a midwife a pediatric an office supervisor and two senior clerks This makes up the staff that works in the office Monday through Friday from eight to five Compared to the other Health Department clinics in the county over Thought this Health Department is part of the same organization I work for This Health Department has four Nurses a Pediatric a Midwife four Senior Clerk an Office Supervisor an Office supervisor assistant and a Nurse Supervisor as well as Healthy Start employees that assist Pregnant women and infants The size of our clinic does put a limit to the strategies that do not require large human resource commitments but does allow using strategies requiring rapid broadcasting of information throughout the organization that helps us reach the short and long term goals Some strategic planning processes include this step others leave this question to be addressed by a separate process Objectives are the shortterm conditions needed to achieve desired conditions of wellbeing for children families or communities in the long term Indicators are quantifiable measures of progress they provide numeric assessment of the desired conditions of wellbeing Schilder 1997 Strategic planning is something that top level management is glad to have I know that the Health Department Administrator does a lot of planning She pays close attention to
