Community Problem Solving Paper Name Class Date Professor Community Problem 1 Community Problem 2 Community Problem Solving Paper Community problem solving is an approach used by police where they form a partnership with community members in order to develop proactive solutions to crime problems In the city of Colorado Springs Colorado the city initiated a community problem solving in order to stop a growing crime problem involving the homeless The city started experiencing a large homeless problem where they were making their homes in the public park The initial response by the city was to clean up the areas in the park where the homeless where making their homes The cleanup was quickly halted when the American Civil Liberties Union ACLU demanded the cleanups stop as they violate the Fourth Amendment Rights of the homeless population By cleaning up the public park area in which they were making their homes the police were essentially destroying and searching their private home without a warrant As a result the cleanups were halted and the problem began to create many challenges for the city The homeless population swelled to over five hundred and the area was ridden with litter and human waste creating a major public health problem The crime problem in the city was the growing homeless population and the lack of proper enforcement The police could not clean up the areas in which the homeless population was making their homes there were not the necessary enforcement and the lack of housing available to the homeless left the city with nowhere to put the homeless population Olszewski 2010 The city required a solution that would end up in the city park being cleaned up and the homeless population being moved Through scanning analyzing and assessing the crime problem solutions to the problem were developed Community Problem 3 The decision was made to use a community policing approach to solve the crime problem Community policing promotes organizational strategies which support the systematic use of partnerships and problemsolving techniques to proactively address the immediate conditions that give rise to public safety issues such as crime social disorder and fear of crime Gaffigan 2000 Through these techniques the city can be successful in reducing the homeless problem as well as restore the parks so they can be enjoyed by all members of the public Due to the growing homeless problem and the risk to the public a comprehensive solution had to be developed The first step was to develop a community oriented approach to the crime problem A Homeless Outreach Team HOT was formed consisting of three police officers that would work directly with community leaders and the homeless population in order to develop a proactive solution The HOT team developed relationships of trust with community members and leaders and together developed an effective solution to the crime problem The HOT team and the community leaders developed a plan that would allow the city parks to be cleaned up and change the lives of the homeless population Through this partnership the city developed a new no camping ordinance that would result in homeless people making homes in the public parks being charged with trespassing The next step was to work with local homeless outreach programs and shelters to provide temporary and permanent housing to the homeless population in the city Some of the homeless population was reunited with family members Once the housing situation was established the homeless population was moved from the parks into their new homes Community Problem 4 Next the homeless population was provided with the necessary services and programs to improve their lives They were provided with educational and job opportunities in order to improve their lives and received the necessary substance abuse treatment and counseling required to successful reintegrate back into society In the end the community policing approach employed by the city of Colorado Springs Colorado was successful in eliminating the homeless problem in the city and in cleaning up the parks so they could be enjoyed by members of the public The public parks were cleaned up and the homeless population was given an opportunity to change their lives for the better Through the use of community oriented policing the police community leaders and the homeless population were able to work together to develop the best and effective solution to the crime problem Community Problem References Gaffigan S 2000 Understanding Community Policing A Framework for Action Bureau of Justice Assistance Retrieved September 10 2011 from WWWncjrsgovpdffilescommppdf Olszewski T 2010 Homeless Outreach Team HOT Colorado Springs Police Department Retrieved September 10 2011 from WWWpopcenterorglibrarvlawardsgoldstein20101037Wpdf 5
