The Brothers HONR 199-3 Taken on February 5 th National Security Council (NSC) Vice Secretary of Secretary of Secretary of Director of Chairman – President State J.F. Defense C.E. Treasury Central Joint Chiefs Nixon Dulles Wilson Intelligence – of Staff – A. Smith Radsord Outline of the days lecture: 1. Dulles Family 2. Eisenhower, Allen Dulles – World War 2, Espionage 3. Ike’s Biggest Mistake 1. John Foster Dulles wants to become American Secretary of State  He graduated from Princeton  He is introverted and has difficulty forming serious relationships Allen Dulles  Extroverted, adventurous  American Foreign Service (1915-1917 in Bern, Switzerland) – this was his first experience in intelligence and espionage (he was a spy) 2. Allen Dulles in now leading the Office of Strategic Services – sends people with the military to spy on other countries  Ike (President Eisenhower) uses German coding recognition – he wants to use deception and trickery as an instrument of military operations (to save the lives of his men)  When D day happens, the Germans are convinced that the Americans will attack in a different place (the location where Napoleon would have attacked with his navy)  On page 319 in the book, Ike’s Spies, Ike says in Normandy, “we really fooled them.” 3. Ike’s Biggest Mistake  Ike was elected president in 1952  The National Security Council was passed by congress  Ike’s mistake was not appointing John McCloy to be his Secretary of State o John McCloy was from Philadelphia and was a well-respected lawyer o He was Secretary of State twice and was very loyal to the current presidents  Ike’s political advisors wanted him to choose Dulles because he never had a high profile position and has a political family, so Ike chooses Dulles  Ike then sends Water B. Smith (the Director of the CIA; he was chief of staff during World War 2) to the State Department to watch John Foster Dulles  This creates a vacancy at the CIA, which Allen Dulles then fills  Now, two brothers occupy powerful positions – this poses a problem because the brothers will be loyal to themselves rather than being loyal to Ike (we speculate that McCloy would have been loyal to Ike, as he was to Truman) o Also, the brothers went to Princeton while Ike went to West Point – this may have led the brothers into thinking that they were smarter than Ike
