QUALTIY MANAGEMENT SYSTEM FOR MULTISTORY RESIDENTIAL COMPLEXES Introduction The term Quality is defined as legal aesthetics and fit the purpose of the project Purpose or the function of a project can be simple or complicated can also be the required end result or a more diligent information of what process is to be done The quality of a project can be measured by how well the projects conforms the requirements Quality Management was once attaining the accepted levels of quality in constructions Now it has transformed into QM System which governs the process oriented and focuses on defect prevention called as Quality Assurance and is product oriented and focuses on defect identification called as Quality Control of the project Also incredible use of capital time and resources both manpower and materials were wasted because of lack of quality management procedures but the construction industry has made studies and intuited to Quality Management Systems QMS which optimizes productivity and decrease cost time and resources of a project with improved product reliability However advanced technologies instruments and methodology has evolved the current use of QM System in capital facility project management Role of C11 Best Practices in Quality Management System CII states that the roots modern QM System had evolved from the mass production during the industrial revolution early 1900 s The concept of mass production with unacceptable level of deficiency caused quality inspections and quality control checks This laid a platform to a new discipline called the Quality Management System in the construction industry The primary objective of C11 in this research was 1 Identifying the QM best practice for current CDF projects And 2 Identify and analyze continuous improvement for the present CDF project CII conducted a survey of 31 questions and classifying them in four broad categories The results that came out from the organization personnel were satisfactory Then the C11 considered the 6 major elements of QM System s best practice in construction The implementation of CIIBP in QM System are used in different stages during the delivery process of a construction project The process of construction project is of 5 stages for a multistory residential building They are as follows 1 Planning and Design 2 Procurement Phase 3 Construction Phase 4 Maintenance 5 Closeout Implementation of C11 Best Practices in a Commercial Facility Quality for project demands beings at project inception During the delivery process it is essential to maintain Quality Control and Quality Assurance in QM System by implementing the BP s of C11 in the work structure The CIIBPs in quality management goes with the list of Principles of Quality Management as Leadership and Team Building Leadership plays a vital character in quality of a project and it plays role in all phases of the project The primary causes for the decline of construction productivity directly or indirectly involved poor management practices because the quality is an essential need for productivity and the management must be able to find where the exact problem exists Leadership qualities such as communication and approachable is very important A good team leader should communicate effectively with his team members and produce good results and makes sure for a smooth work process Leader should be approachable to his team members By this practice the teammates can feel free to speak about the problems and resolve them without delays A good management is when all the key company leaders and managers are aligned in the project with one spirit of leadership They not only plans and make sure the work is done as per schedule but who coordinates and directs the efforts of the human resource and plan effective safety requirements during the Planning and Design phase and during the execution They need to be willing to consistently support the Quality Assurance and the Quality Control activities needed to make successful QM System A leader should be experienced in working with different scopes of job in project to understand the process Good leader will be able to build a good Team Teamwork which is another important aspect of the construction project Accountability ie MAKE IT YOURS taking ownership work your work product is an important character for a team It also means that one shall not consider that they are not accountable and push the responsibility to other which will be an example for a good visible leadership This practice will be able to build a Strong WorkDeliver Process Training amp Career Planning The first step in any activity is to have well trained professionals and workers it comes down to quality control A general Offsite amp Onsite training sessions where all the professionals and workers will attend orientation that cover overall work process quality control and safety measures before the execution of the project A subjective or more detailed training for different specialty of jobs to the respective worker can be done which will help develop skilled workers Training for handling construction materials and tools and how to use them efficiently at the same time being economic with the resources Safety is an important factor in QM system and it can be achieved by having an onsite training they shall also be taken to the job site for a real time experience and practical knowledge of the execution of work Diligent monitoring the workers to find their ability Train making one work in the same scope of work will make him skilled worker and they can be certified which will help them Plan their Career Process Management Process Management enables to maintain clear consistent work processes and making sure a person has worked and is experienced with different scope of jobs having predefined work process which is followed to produce required end product The tribal knowledge transfer was how work process communicated from one person to the other but for the current situation with CFD projects an effective process management can be ensured by Formal Documented Work Process and procedures that are put in place so there is a continuous base to improve from The quality assurance part of quality management is a set of base work process and procedures need to be clearly documented and once it s done Change Management is used to facilitate the continuous improvement in work process A Myers Briggs survey can be conducted to find the personality on all the individual Also achieved by restructuring process from the individual change perspective and enabling teams to address organizational change From lessons learned from research amp from previous projects By achieving cultural change by the following process a Aligning the organization b Rebranding the organization c Creating an employer brand QM System Suppliers Items that doesn t meet specifications is rework and late delivery which affects the cost and schedule of a project To overcome this checks and balances are needed to be put in place to make sure suppliers and contractors provide material and services that meet the needs The two assets to improve QMS Suppliers during the procurement phase 0 Supplier Qualification Process Companies have approved manufacturers and vendors list they should populate the list through questionnaire and series of interviews which is similar to a process when an organization goes through to hires a new employee Check for ISO 9001 certification is also a good practice An example is shown in Figure2 typical submittal can also be included ie documentation needed to be produced by the suppliers QM System Also the calculations and drawing are checked to relate to items being purchased There will be variations for inspection plan and they should be unique inspection based on the scope eg structure of steel electrical work and design services should have different plans for inspections Measurement Analysis amp Improvement Metrics are important aspects and they help a company to objectively evaluate whether the business objective is being met Company should have their performance metrics and indicators which they should look upon during evaluation of project performance QM System should make formulized metrics and bench marking process which should routinely review the maturity Constant analysis of recent performance to make sure company keep their business needs ahead during the change in work processes Company Objectives Lessons Learned and Business Result represent Metrics amp Analysis that needs to drive the organization Safety Metrics Of all the other metrics safety metrics should be given most importance because it affects QA amp QC of a project Division meeting for safety should be conducted at least once in every month and should be given top priority in any other general meetings Safety has direct relationship to the portfolio of the company ie losing clients The safety metrics can be measured by Total Recordable Incident Rates TRIR or Days Away Restricted Transferred DART from the data received from Occupational Safety amp Health Administration OSHA and it is also good to compare with other companies and industry to evaluate know the improvement in the QMS Safety Therefore it should have a continuous improvement while evaluating safety metrics lh ll considered in Measurements Analysis amp Improvement are 1 Alignment 2 Team Building 3 Lessons Learned and 4 Benchmarking amp Metrics Certification International Organization for Standardization also known as ISO 9001 is the most commonly used certificate in construction industry It is best practice to choose vendors contractors and manufacturers who are certified to at least the scope of work they will be executing during the construction phase It s important to verify if an organization is defined by the QM System but also following it What do we take from CIIBP By implementing and practicing the given best practices will optimize the ejficiency of work by reducing cost resources and time for a construction process It will also enable to efficiently detect and improve on current challenges like Fast Track Experience Gap Technology Counterfeit Materials and Funding which enables a quality Delivery System of a construction project This means the QM System has been successful With assured quality Which Will be a great bonus for company s portfolio
