Child Abuse and Neglect a critical review Case example The Dunlap family Mom Peggy Dad Mike four children Abigail 12 J ayden 10 Mia 5 and Joshua 3 The Dunlap family lives in a small agricultural community outside of Visalia California They live in a closeknit low income neighborhood Mike works long hours every day and Peggy works various parttime jobs including a position at a fruitpacking plant which requires long hours in the summer During the summer Abigail is left in charge at the house The neighbor Mrs Agular lives across the street and helps to supervise the children Abigail knows she can go to Mrs Agular for help at any time One day Mrs Gar eld drives through the neighborhood on her way to work and sees the three children playing in the yard with no supervision At work she is told of all the dangers of the neighborhood all of which are grossly exaggerated and Mrs Gar eld is extremely concerned She calls Child Protective Services and reports it The next day she sees them again playing in the yard with no adult supervision so she calls CPS again This time a social worker is sent to their house but when the worker comes to their door Abigail answers and there are no parents home She leaves a note for Peggy asking Peggy to meet her the next day Because of the inconvenient time and place of the meeting both Peggy and Mike miss work They are told they must do four things to keep their children 1 get childcare for their children which is expensive and not located nearby 2 They have to attend parenting classes in Visalia classes start before their work ends 3 Provide immunization records 4 Clean up their yard so the children have a safe place to play The Dunlaps knew they could not complete these four tasks so without notice they packed up and moved away Mandatory Reporting 187 4 Mary Ellen McCormack was a victim of child abuse There were no child abuse laws so it was investigated by the Society for the Prevention of Cruelty to Animals SPCA Judge asked Shouldn t we give children the same protection we give dogs SPCA helped to form and inform the Society for the Prevention of Cruelty to Children SPCC Medical Model With Xray technology in the 1960s a Denver pediatrician Kempe recognized a repeating syndrome Battered Child Syndrome First time the country became aware that parents were killing their children Thought there were maybe a few hundred cases yearly Called for a law requiring physicians to report battered child syndrome Law spread to policemen teachers counselors and almost anyone else with professional interaction with children Child Abuse and Neglect Reports 0 The number of reports has grown greatly since the 1960s over 3 millions reports yearly O The average response time is 69 hours 0 Triage of reports can only investigate to the most severe cases 0 Don t have the time or resources to respond timely to all 0 67 of reports are neglect 15 physical abuse 8 emotional abuse 8 sexual abuse 2 medical neglect O The system is overworked forced to triage cases Only the most severe are investigated There are many different views on the system but most agree on one thing The system needs improvement Pros and Cons of Mandatory Reporting Cons Melton policy without reason and based on a series of errors Error 1 Based on a wrong assumption of number of cases per year Based on 200 calls per year Reality 3 million Error 2 Kempe underestimated the complexity of the problem Kempe was most concerned about severe physical abuse Families in which maltreatment occurs have a combination of personal social and economic problems It s not a simple issue Error 3 Based on the assumption by reporters that the system will react with help and support Calls are treated as an allegation of a crime Case workers have an obligation to collect evidence and help dual mandate Overworked and underpaid Conclusion Policy isn t working Kempe s ideas were not designed for dealing with neglect Pros Mathews and Bross might not be perfect but it saves kids 1 Many cases would not come to the attention of authorities without mandated reporting Mandatory reporting forces more eyes on the situation Most reports are made by mandatory reporters 2 Abuse and neglect deaths have dropped dramatically since mandated reporting started 30005000 before now about 1100 yearly Conclusion Policy is not perfect but it is saving lives of children every day Common ground between Melton and Mathews amp Bross The most serious problems are from the response the system is severely underresourced Responses Oregon 0 Spike of reports in
