Prologue  ● Goal: put news stories into the context of public health  ● AIDS epidemic:  ○ Patient’s right to privacy and consent vs protection of the health of potential  victims at risk to exposure  ■ People with AIDS often fall into stigmatized groups who may have been  exposed to virus bc of illegal or taboo behavior  ○  Expensive drugs  ● Public health ­ not based on science alone, depends on politics to choose the values  and ethics that determine how science will be applied to preserve people’s health while  also protecting their fundamental right  ● Milwaukee water:  ○ Cryptosporidium parasite ­ can be fatal for people with compromised immune  systems  ○ A lot of current water treatment technology is outdated (ie back to WWI)  ○ Cost of outbreak vs cost of maintenance  ● Russia:  ○ Stalin suppressed science with communist regime and bad news concealment  and secrecy. Industrial planning included continuously increase produc​ t all  costs  ○ Glasnost (openness) exposed bad public health news (i.e.high  infant mortality  rates and environmental degradation with increasing rates of chronic disease)  ○ Public health improved dramatically, but Russia is still suffering   ○ Unhealthy behaviors like smoking and drinking still rampant   ● Terrorism:  ○ Anthrax scare disrupted the public health and emergency response systems out  of proportion to the actual threat  ■ Increased funding for disease surveillance, public health labs, and  emergency response systems can help the public health system respond  to bioterrorist attacks, natural disasters, and epidemics    Chapter 1    ● Public health:​ the measures people take to bring about and maintain a general state of  the people’s health  ○ Develop social machinery to ensure every individ in a community a standard of  living adequate to maintain health  ○ Helps increase life expectancy  ○ Community = patient (max health for all)  ○ Government­ ​  primary responsibility (law, research, education, etc)  ○ Depends heavily on stats to llok at health trends and weaknesses in a population  ■ Stat analysis can help look at effectiveness of new drug  ● Medicine helps people who are ill, public he​ revents  ● Assessment, policy development, assurance  ○ 10 essential PH services revolve around these concepts  ● Epidemiology​ ­ helps decipher causes of new, exotic diseases but also helps prevents  spread, of old, well­understood diseases.    1. Implement intervention (slides have more detail on primary, secondary, and tertiary  forms of intervention)  5. Monitor
