Mark Bishop Gerontology & Health Policy makers have been debating making changes to American social programs, such as Social Security and Medicare. The focus of these changes is on ensuring the survival of the programs or viable alternatives to the programs for our elderly population. New data indicates however, that besides just the need to modify the programs for financial stability in the future, the programs also need to reevaluate the benefits it provides and look at increasing those benefits under certain criteria. The U.S. Census Bureau has been publishing estimates derived from their experimental poverty measure that is based on a more modernized living standard. These estimates show that older adults had the highest rate with the experimental method, but they have the lowest rate with the official calculation. This suggests that nearly half of older adults living in poverty are unaccounted for and not being captured by current methodologies. Specific among these is the finding that the oldold have the highest rate of poverty of any age group at nearly twentythree percent and that among different ethnic groups the Hispanic and Asian American population had the largest increases in poverty. This suggests that both these groups have older adults who live just above the official poverty line. This finding suggests that more serious reform of the United States social programs for older adults is needed than what policymakers are currently discussing. That the United States is also going to need to redefine the definition of the poverty line so that it fits that modern world if it is going to have a successful and effective poverty elimination strategy.
