France 10.18.16 First Empire of France - Napoleon crowns himself emperor - Wants to conquer all of Europe - Almost does it o Except for Russia Russian Winter Worse winter in living memory - Napoleon forced to go back to France to surrender his power Other European countries want to return France to a monarchy 1814-1848 Monarchical Restoration - Other European powers force France to institute a monarch - Three successful monarchs o Each of these monarchs give their hand at trying to govern the country Govern in a more moderate way than previous monarchs Wary and knowledgeable about what French people are capable of Govern in a little more republican fashion o Louie Felipe (last of the monarchs) Went to a British style constitutional monarchy o In each particular monarch, the monarchs did not prove up to the task to modernize the monarchy to meet French needs o In 1848, the last of the monarchical restoration is overthrown Monarchy as an option in France is NO MORE Establish a New Republic- The Second Republic - Many reasons the French overthrew monarchy o Once you taste democracy, no other form of government will satisfy o Generational change occurred The people who have experienced the troubles of the French Revolution are dying Young people see French Revolution as freedom for all, not bloody revolution - Shortest lived of all the republics - Lasted for four years (1848-1852) - Introduced a constitutional who had universal suffrage for all men - Had a progressive labor code - Seemed to be a rather progressive constitution at the time - For most people it did NOT go far enough - Constitution encountered resistance from poor workers and radical persons - Brought about the fall of the second republic o Called for an elected president Idea Make the elected president a symbolic figure o One of the persons who ran for the presidency was Louie Napoleon (Napoleon nephew) Wins hands down the presidency o Louie Napoleon decides to rally support behind him, undermines his opponents, reminds France of the good old days In 1858, abolishes the second republic and creates the second empire Second Empire- 1852 - Rechristens himself Napoleon III - Creates the second empire of France - Napoleon III o Maintains the Republican government o Even though it was clear he had most power in his hands o Presents himself as a popular ruler - In the 1850s, he mostly had popular support in his early years - By the 1860s, he isn’t really up for the task o People growing disillusioned with his government Absolute and dictator o Napoleon III tries to make changes for the better but was too late and too little - Every leader who finds himself at home needs a good WAR to rally support o The Prussia- Germany (his arch enemy) Both leaders are itching for war Napoleon III- domestic control Bismarck- unify all the Germans and slice off a bit of France as well o France is still considered the country of military power o Prussia trumps France because Bismarck understood the revolution of the military o Bismarck snookers Napoleon III, Napoleon III is the one who attacks first and declares war Franco- Prussia War of 1870 Napoleon III and the French is simply destructed in a matter of weeks o 6 weeks Prussia bombs Paris Napoleon III steps down and goes to GB in exile Empire is OVER Once France surrenders, Prussia takes Alsace Lorraine Buffer zone so that France will not be able to invade France and Germany could never be friends For seventy years, France and Germany could never reconcile o Ends after WWIII Third Republic (France’s modern or contemporary history): - Still holds the record in France for the longest republic to date - Fame: influenced future republics and the essence of its character - Lasted seventy years - Very unstable regime o In the midst of this instability it was incredibly stable - Went through 80 different governments o Able to survive - How was this republic able to survive for so long? - Why did they go through so many governments? o Had a parliamentary system of government, loosely based on British model System of voting was proportional representation-> multi- party system->coalition government-> unstable Never had a single party government How is it so stable? Prime Minister- Cabinet Parliament People in Parliament vote no confidence and government went crashing down o PM and Cabinet would resume their seats in Parliament New PM and new cabinet take charge Another vote of no confidence and a new coalition occur System has built within it a structure for a constant disillusion of government People who are moving around in government are the same individuals-> stable o Same people ruling - France had no stomach for war in WWII o Fell apart against Hitler Event that happened after Franco Prussia War and Fall of the Third Republic: - Dreyfus Affair o Named after Alfred Dreyfus Officer on the staff of the Franco Prussia War o After Franco Prussia War, reputation of French army destroyed Many people wanted to justify o Accused Dreyfus of selling military secrets to the Germans Made the France lose o Dreyfus was a scapegoat He was Jewish Have to save reputation of French army o The country was riveted over this affair o Clear cut case of a horrific injustice o Supported by people on the left o Voices on the right said he was guilty o ***Shows new anti- Semitism that is brewing in Europe and France*** WWII and 1940: Downfall of the Third Republic - Paris is abandoned and the government was unable to deal with crisis and crumbles - French decide to turn to Marshall Philippe Petain o Highest ranking officers in the French military One of the celebrated heroes of WWI People in France think that he can save or salvage France Evokes the old France o Petain surrenders to the Germans hoping the bloodshed would end and hoping that he could resurrect France in the future Many people blame Petain for surrendering Clear France had no stomach to fight Hitler took all the economically rich parts of France (half of France) and Petain could have the rest o Establishes a new government in Vichy, France Becomes the Vichy Regime/ Government (blackest period in France history) Fascist puppet government o Petain is the president of the new regime o Hope was that over time we could get France back on its feet o Hitler actively demanded money o Jews from France were shipped to Germany o Actively collaborated with the Nazis Provisional Government of Charles de Gaulle - One person who refused to surrender= Charles de Gaulle o Only minister in the cabinet who said we will fight to the end o Made himself the leader of France o Become the leader of the French Resistance o Vichy has no legitimacy o Resistance= real danger
