Democracy and Terrorism Spring 2011 James lgoe Walsh 704 6874535 jwalshunccedu httpwwwpoliticalscienceunccedujwalsh Florian Stoeckel fs uncedu Policy Paper Assignment The major project for this class is the preparation of a policy paper Each student selects a democratic country identifies possible domestic and transnational terrorist threats to this country and lays out the most appropriate strategy for addressing these threats Your paper should 0 Identify the country other than the United States you are studying 0 lndentify a terrorist group currently in existence that has or may launch attacks against the country targeting either its domestic territory or interests overseas or both Identify this terrorist group s 1 Main political grievances What political outcomes does it seek to achieve through the use of terrorism 2 Size How many individuals are active members of the group To what extent does the group have support among a larger population How reliable are these estimates 3 Organization How is the group organized ie hierarchy cells etc Where is it based Does it have connections overseas Does it have a non violent political wing or party If so how large is this 4 Strategy What strategy or strategies does the terrorist group employ What types of targets has the group attacked in the past or plan to attack in the future How do such attacks fit into its larger strategy 0 Discuss the strengths and weaknesses of the following counterterrorism strategies 1 Direct attacks against the terrorist group 2 Strengthening target security 3 Restricting civil liberties and human rights to catch members of the group 4 Cooperation with other countries to weaken the group 5 Public diplomacy and propaganda aimed at potential supporters of the terrorist group 6 Negotiation with the group 7 Doing nothing 8 Other strategies I The government has limited resources to counter terrorism Your paper should conclude with recommendations of the strategies it should employ and why these are superior to the alternatives Your final paper should be about 10 12 double spaced pages in length It should also include a list of references that does not count against this page limit Your paper should be based on credible sources of information This can include books articles in academic journals statements and publications by governments non governmental organizations international organizations and articles in serious newspapers and magazines and news websites Note that unlike many academic papers you will likely need to rely on sources in addition to books and refereed journal articles However you should avoid topics or groups about which you are unable to find useful information in such sources In other words your sources will likely be a mix of more traditional academic sources and other sources but you should be able to rely on academic sources for much of your information Some guidance about finding sources is available at http quotr MN 1 quot quot pdf I u 1m 1 J r rrup r llnCCcuw You can find information about formatting and writing your paper at I A u 1 1 ndf A short overview of your paper is due by 9 am on March 3 This should identify the country and group you are studying and list in proper bibliographic format at least five credible sources you will be able to use for your paper This overview should be about one page in length You should email your overview to me if you are enrolled at UNC Charlotte or to Florian if you are enrolled at UNC Chapel Hill If you do not submit an overview or submit it after the deadline I will deduct 20 points from the grade for your paper The final version of the paper is due by 9 am on April 21 You should email your paper to me if you are enrolled at UNC Charlotte or to Florian if you are enrolled at UN C Chapel Hill Papers will be penalized 10 pionts for each day they are late Any paper that is turned in more than three working days late will not be accepted and will receive a grade of zero Plagiarism is prohibited in the class You should be aware of what constitutes plagiarism at your campus If you have any questions about this please contact me
