Monday October 19 2015 POLS Solving the Problem Part 1 The Promise of Foreign Aid Jeff Sachs and the Economics of the Bottom Billion lf solving the economic problem is key to stopping violence what can the wealthy countries help out Jeff Sachs Columbia University Professor The causes of poverty in families is metaphorical to the causes of poverty in a na on Poverty Trap If you39re living at a bare minimum your are always going into worse living conditions You re living at the bare subsistence level Say you re living on a bare minimum farm In order to solve the problem you need extra resources Eat less if you39re a farmer Engage in trade Loot neighboring farms Dig new resources out of the ground find precious metals whatnot lnvent new technology that improves your farming life Receive some aid from the outside n the same way a country living at a bare subsistence level slowly degrades overtime The best option for either case Injection from an outside influence This is called the Big Push If we can figure out how much money the Global South needs we can get those countries growing on their own Monday October 19 2015 The Millennium Development Goals 15year program idealized by Sachs United Nations idea to inject life into the Global South 130 Billion to do this So did it work Nope Monday October 19 2015 Nobody actually committed to the goal The Global North did not prioritize their goals Monterrey Consensus Meeting with 52 countries to try and meet requirements for the Millennium Development Basically the money was not met by the Global North Although Nordic countries always meet requirement the US is at the bottom US Foreign Aid Usually Americans extremely overestimate the amount of foreign aid that we use Perceptions and Realities of Foreign Aid Meeting the Millennium Development Goals Bilateral and Multilateral Bilateral direct aid from one country Multilateral aid from multiple countries Why give Aid Emergencies Development Solidarity Political and Strategic Interests Commercial Interests Historical Ties Morality Thursday October 29 2015 US Aid US Does not give money to poorest countries US Unlike many other wealthy countries we tie our AID to our domestic economy Not always good because it s expensive to ship and not all the stuff given is the absolute best China s Tied Aid Gives aid to countries that solely have financial potential Gives aid even to dictatorships governments that are frowned upon Government or NGOs NonGovernmental Organization Organization that provides foreign aid independent from political influence Advantages Different kinds with different principles goals ideals minnow of ups N 9 IFAD nongovernmental ot as bIg as L 3 31 government J organization Disadvantages Oxfa ml Hurrahom Thursday October 29 2015 Big debate between trust or power NGO s or Governments William Easterly Aid Critic Believes aid will not work in Global South In fact it would make them worse Skeptical that an outside force can figure out what is wrong in a country provide its right amount of aid Ultimately the reason why people do things is because there will be benefit from it We might be ahead of people Easterly When things go wrong the people that give out the aid are not held accountable Ex lf US drills for oil in Africa and fails American water is not contaminated Ex Nepalese UN workers responsible for cholera outbreak in 2010 no repercussion Easterly Often times aid efforts generally tend to assume that topdown solutions are the most effective way to solve Global South problems Assumes that locals have no ability or knowledge to solve things Easterly is very critical about this Ex TOMS Shoe company Every shoe you buy one pair is donated to children in Ethiopia This takes advantage of the fact that people want to help THERE ARE LOTS OF SHOES ALREADY ON SALE IN GLOBAL SOUTH Is this capitalism in action CocaCola is willing to go deep into warzones in order to sell coke The problem is not that countries do not have shoes The problem is that people are spending money on other things which keeps people from buying the right needs Thursday October 29 2015 Mosquito nets used to keep people from getting malaria When they are free people use them for anything but mosquito nets But when there is a small fee attached people use them as actual fishnets Table Top l0 Recipients of US Foreign Aid in
