Tuesday December 1 2015 POLS Why Political Action on Climate Change is Hard The Tragedy of the Commons Garrett Hardin Science 1968 The idea of Tragedy of the Commons stems from British Agricultural policy in Medieval Times Land divided into separate pieces and given to different people of the village Commons common grounds that are shared by everyone in the village Two aspects to common grounds 1 There is no physical or institutional exclusion since it s expensive 2 Use of that area by one person reduces its effectivity and usefulness for another The Ocean and the Atmosphere also Commons If one country fishes another might not have some fish Car exhaust into the air reduces the air effectivity for another country s purposes So Where s the Tragedy If you use a little bit more you keep the benefit but the costs are shared by everyone else What happens in a common where everyone wants to make the most out of their resources Tuesday December 1 2015 Everyone is better off with an extra sheep but if everyone does the resources of the commons are eaten up The Tragedy is that when everyone tries to make the most of the Common for themselves the Common is lost Commons are the reason we can t have nice things Commons can occur with tourism business resource gathering even local internet Tuesday December 1 2015 Hardin vs Friedman Remember Friedman from the first Module Friedman Capitalism If people all compete for themselves and are selfish the net result is positive Hardin although that is right in some circumstances that does not work with Commons Hardin and Solving the Issue Hardin There are limits to the number of living things and their waste that can be accommodated in a certain limited space Ex Yeast and Easter Island Both rapidly reproduced in enclosed environments but died off quickly as soon as resources started to diminish Makes reference to Thomas Malthus There are absolute upper limits on human population growth because the food supply cannot grow as fast as humans reproduce At some extent there is little to no proof of that theory with humans mankind isn t starving as a whole from overpopulation At the same time Julian Simon s Cornucopia Theory the other extreme that humans have found a solution to every problem presented is also probably wrong Hardin wants to find the political solution to the Tragedy of the Commons Not well receipted though Rightwing didn t like the idea of population control and the support of abortion and contraception Tuesday December 1 2015 Leftwing didn t like his lifeboat mentality as he favored strict controls on immigration and opposition of humanitarian foreign aid Hardin thou shalt not rule is best to prevent the Tragedy lf cities grant free parking then citizens will only dump their cars there forever Tragedy of the Commons Solution Cities put parking meters If you care that much about something then you should put a price on it Ultimately we have to change free commons into Paid Commons Commons that we care about This may involve doing and passing some uncomfortable things in law Elinor Ostrom Created Tragedy of the Commons solution that could keep people from coercing others Commons are everywhere Not all of them are dystopias In a small community where people know each other it is possible to have a commons without having people use it up You gotta break the Common down Having a community know who is overusing the commons are a great way to convince someone to work This however does not necessarily work completely well when you consider the world on a global scale
