Simple random sampling uses a sample in which every sample of the same size has a equal chance of being chosen.

This sample is then not a simple random sample, because people who do not own a telephone have no opportunity to be in the sample and the sample cannot contain all individuals from one state (which should be possible for a simple random sample).
