Two \(\mathrm{L} 5 \times 3 \times \frac{1}{2} \mathrm{-in.}\) angles are welded to a \(\frac{1}{2} \mathrm{-in.}\) steel plate. Determine the distance b and the centroidal moments of inertia \(\bar{I}_{x}\) and \(\bar{I}_{y}\) of the combined section, knowing that \(\bar{I}_{y}=4 \bar{I}_{x}\).
