A spring having a stiffness k = 100 lb/ft and a cylinder weighing 100 lb are attached to the smooth collar. Determine the smallest angle \(\theta\) for equilibrium and investigate the stability at the equilibrium position. The spring has an unstretched length of 2 ft. Neglect the weight of the collar.
