‘Z’ represents Atomic number.

Atomic number indicates the number of protons and electrons.  The difference between number of protons and mass number determines the number of neutrons as the number of protons and neutrons make the mass number.

        The atomic number given here is 28 and the mass number is 59. The element having atomic number 28 is Nickel (Ni).

Hence, the number of neutrons is :

        = Mass number - Number of protons

        = 59 - 28

=  31.
