Step 1:

(a) MnO2(s) + HCl(aq) → Cl2(g) + MnCl2(aq) + H2O(l)

Number of O in reactant is 2 where as in product it is only one. To balance the total number of O atoms, multiply 2 with H2O. So the balanced equation will be,

MnO2(s) + HCl(aq) → Cl2(g) + MnCl2(aq) + 2H2O(l)

Now, number of H and Cl in product is 4, so in order to balanced the total number of H and Cl , multiply 4 with HCl.
