To gain an electron (Reduction) you would have to be in a higher group than group 4 and lower than group 8, since group 4 has covalent bonds which share electrons, and group 1-3 lose electrons.

That rules out Strontium and Calcium.

Chlorine is in group 7 which means it would need to gain one electron to have a full outer shell.

Phosphorus is in group 6 which would mean it would need two electrons to gain a full outer shell.

One electron is easier to gain than two, therefore Chlorine is the easiest to reduce.
