0 Yes, we can boil water at 0 c.by making the vapour pressure of water at desired temperature equal to (or greater)atmospheric pressure of that place,water will boil. Or 0 we can boil water at 0 c,as temperature is not only the factor,which influences boiling,other governor factor is pressure.however pressure decides the boiling point of water.at normal 0 atmospheric pressure 100 cis the temperature water starts to boil.so if you want boil water at 0 0 c reduce the pressure accordingly as the boiling temperature is proportional to pressure above the water.as pressure reduces energy requirement also gets reduced hence boiling point reduces . .
