A person can see all light radiation that comes under the standard visible range of light spectrum. The visible spectrum has a radiation wavelength of 380 nm to 750 nm. This range of wavelengths of radiation emitted by any object will be visible to a person.

And above  The light radiation can be visible to a person because, at this temperature, enough radiation is present in the visible spectrum.
