This rubbing causes electron transfer from garment bag to woolen suits. The total charge of the garment bag is zero because of the number of electron and proton in the garment bag is zero. Now in this process, since the electron get transferred to the woolen suits, the number of electron in the garment become less than the number of proton. Since proton number in the garment bag become higher, the bag become positively charged.
