Why does a neutron make a better nuclear bullet than a proton?

For nuclear reactions to take place the projected particle must come close to the target nucleus to interact with it. In case of protons,they can't come close to nucleus. Both protons and nuclei are positive charged so repel each other. But neutrons have no charge on them so they are not repelled and come close to nucleus.because similar charges repel, opposites attract. Or Neutrons are better bullets because they have no charge and no repelled by protons in the nucleus which they are aimed at.
