Aqueous solutions of \(\mathrm{CoCl}_{2}\) are generally either light pink or blue. Low concentrations and low temperatures favor the pink form while high concentrations and high temperatures favor the blue form. Adding hydrochloric acid to a pink solution of \(\mathrm{CoCl}_{2}\) causes the solution to turn blue; the pink color is restored by the addition of \(\mathrm{HgCl}_{2}\). Account for these observations.
