A sigma bond between two atoms is formed by head-on interaction between the orbitals of the atoms. It is the first bond that is formed between any two atoms. The second and third bonds are pi-bonds. Thus, to find sigma bonds we need to count only the number of first bonds between all the C-C bonds.
