Now, according to the law of conservation of angular momentum, the total angular momentum of the system has to be conserved unless an external torque is applied. So, as the shortstop throws the ball, the upper part of his body rotates in the clockwise direction. To conserve the angular momentum, his hips and legs rotate in the opposite direction.
