The minimum  fresh  air  required  for  the  smoking lounge per person is given as 30 L/s .

So the required minimum flow rate of air that need to supplied to the lounge is the product of the minimum fresh air required per person and the number of persons in the room.

Vair = Vair per person (Number of persons) 

Vair = (30 L/s)air per person (15)

Vair = 450 L/s

Vair = 0.45 m3/s
