A quality inspector measures the thickness of 36 coated specimens and tests  \(H_{0}: \mu\) ≤ 7 versus \(H_{1}: \mu\) > 7. She obtains a P-value of 0.40. Since P > 0.05, she concludes that the mean thickness is within the specification. Is this conclusion correct? Explain.
