A compound having single bonds can rotate freely therefore there is no formation of cis, trans isomers. Similarly, a compound having double bond cannot rotate freely because they are fixed.
Therefore, double bonds can for cis, trans isomers thus, cis-2-butane has double bond and they cannot freely rotate and form two isomers.
