Using state-space notation, determine the matrices A, B, C, and E, assuming that the level deviations is \(h_{1}^{\prime}\) and \(h_{2}^{\prime}\) are the state variables, the input variable is \(q_{1}^{\prime}\), and the output variable is the flow rate deviation, \(q_{2}^{\prime}\).
