HY 121/ week 10  Articles of confederation would not allow the federal gov. to tax  Articles of confederation has no way of budget and this causes problems  Mid 1780s the new U.S decides to expand the country and create territories o New territory is called the North west territory  U.S. creates North West ordinances ( a law) o Sell lots to settlers to raise money o Gets the gov. its 1 independent revenue  Use the revenue to create public schools in the new territory (enlightenment idea)  To teach all Americans American values o Set rules to the new territory to apply to o Included a bill of rights- had the prohibition of slavery, freedom of speech, freedom of religion  Didn’t want slavery in the territory, wanted a more democratic territory  Northers are worried about their wealth and power in the hands of the southerners  Industrial revolution changes everything  1790 when the U.S. begins the industrial revolution o Provide the opportunity to own land and push into urban areas o A test to see how the country will manage  1793 cotton gin revolutionize the future of slavery o 1 cotton textile mill- take raw cotton to make things o Expand the production of cotton o Cotton mills are built in Massachusetts and Rhode Island (Pawtucket)  Builds cotton mill towns 
