This way charge will not be build on the terminal and it will not rise in potential. The basic idea of a Van de Graff generator is to physically move charge against the electrical gradient, and it is not possible if charge simply flow to ground.
Hence, the material used to build belt of a van de Graff generator can never be conductor.
