The following graph was produced by the U.S. Department of Transportation to report actual and predicted highway crash fatalities (up until 2020). The left-hand axis shows the number of highway fatalities and the right-hand axis the percent of all crashes that were fatal. a. Estimate the number of fatalities (y1) in 1965 and 1995 and calculate the annual average rate of change. b. Estimate the number of fatalities (y1) in 1995 and those predicted to 2020. Calculate the annual average rate of change. c. The fatality rate (y2) between 1995 and 2020 is predicted to be flat ( just below 2%), while the number of fatalities is expected to increase. How could that be?
