Mr. Tompkins will look thin to the people standing on the streets. This is because, as the length contradiction formula says: “the length of an object is measured to be shorter when it is moving relative to the observer than when it is at rest.”

While Mr. Tompkins is riding his bicycle, in the reference frame of the people standing on the streets, Mr. Tompkins will look shorter and thinner, but in the reference frame of Mr. Tompkins, the people standing on the streets will look shorter and thinner. If both Mr. Tompkins and the people on the streets are at rest, everything will look normal (i.e. if Mr. Tompkins is a tall person, people on the streets will see him as a tall person, not as a short and thin person.)
