When comparing the relative sizes of different forms of the same element and electron cloud is the same for all the species.

The area around a nucleus, which holds the positive charge, is filled by electrons. The larger the atom or ion, the more electrons there are. The electrons repel each other for a variety of reasons, one of which is that they all have a negative charge. Furthermore, because there are more electrons sharing the same amount of positive charge at the nucleus, the electrons are not drawn in as close to the centre.
