Here we have to find in which region the value of will be greatest and where the magnitude of the electric field will be maximum.
We know that,

The negative of the potential versus position slope will be the electric field, according to equation (1).
At region 4, the slope is negative and one more minus sign makes it positive. So, the electric field is maximum at region 4.
The magnitude of the electric field at region 4 is maximum, because the slope is maximum there.
