Yet many people choose tosmoke cigarettes in spite of the fact that 2 million peopledie every year from smoking-related diseases. The risksposed by nuclear power plants are involuntary, risks wemust all share like it or not, whereas the risks associatedwith smoking are voluntary because each smoker choosesto smoke. Why are we so unaccepting of involuntary riskbut accepting of voluntary risk?
