There are different advantages and disadvantages with different levels of subnational governments. The first advantage is the area of focus, each level of subnational government can work upon. Afterwards, it is the local government that looks after the implementation of the policy in the area that is under the control of that local government. So, area focus is clearly defined. The second advantage is the customization of the programs and clarity of what to be down, with each government level. It is ensured that each geographical area gets what is required by them.
