Before I came to the United States in July, 1922, I was in Berlin where I visited the famous zoo. In one of the large cages were a lion and a tiger. Both respected each others strength. It occurred to me that it was a good illustration of balance of power. Each beast followed the other and watched each others moves. When one moved, the other did. When one stopped, the other stopped. In todays world, big powers or groups of powers are trying to maintain the status quo, trying to be as strong as or stronger than the other. They realize a conflict may result in mutual destruction. As long as the countries believe there is a balance of power we may hope for peace.
