From the given information we know that the bottom 5% get an F.

The upper cutoff value for D is 5% + 15% = 20% = 0.20.

The upper cutoff value for C is 5% + 15% + 60% = 80% = 0.80.

The upper cutoff value for B is 5% + 15% + 60%15% = 95% = 0.95.
