In this structure, Nitrogen doesn’t have any non bonding electron (so their number is 0), but it is implied in forming 4 covalent bonds. Every covalent bond participate with 2 electrons, thus we have 8 bonding electrons. Since we have to consider the half of this number 8/2= 4.
