a.)  Here we are looking for a pattern of lone pairs neighboring pi bonds. In this compound, the pi bond is the C=O bond, so the lone pair must be on the oxygen. This forms a new double bond that pushes the existing double bond onto the other oxygen as a lone pair. This oxygen with three lone pairs and one bond is now negative, and the oxygen with three bonds and one lone pair is positive.
