A negative oxygen with one bond has three lone pairs, a positive oxygen with three bonds has one lone pair, and a neutral oxygen with two bonds has two lone pairs. This molecule has a lone pair adjacent to a double bond, so the lone pair can form a new double bond, pushing the existing double bond onto the distal atom as a lone pair.
