Transmission axis of two glasses are vertically upward so vertical component of the unpolarized  light can pass through both glasses as polarized, horizontal component of the light is absorbed by the glasses in the picture above.

One glass is rotated as in the figure, transmission axis of the glasses are perpendicular to each other. One glass absobs horizontal, other vertical component of the  unpolarized light. So no light pass through the glasses in the picture above.
