In section (a), light travels through the air (thinner medium) and its incident onto the water (denser medium). Light is refracted closer to the normal to the water-air surface boundary as it travels from a thinner to a denser medium. The light is then reflected off of a flat mirror at the base of a water-filled glass. We know that light from a flat mirror is reflected at the same angle at which the light is incident on the mirror.  The mirror's light reflection travels through the water and out into the air. The light passes from the denser medium to the thinner medium, so the light is refracted from the normal.
