As soon as the battery is connected to the first  loop, electric current in the loop starts to increase from zero to its constant value. By the way magnetic field produced by the current increases from zero to its certain value. That magnetic field produced in the first loop passes through the second loop too.  The changing magnetic flux through the second loop induces elelectric current in second loop.
