In order for the cylinder to slip, sum of moments about point  must greater than zero, i.e. the cylinder will be at the edge of slipping when the sum of moments about  is equal to zero.Refer to the free body diagram below.

Note that frictions  and  are equal to the maximum static friction, since the cylinder is on the edge of slipping
