The electromagnetic radiation contains small energy packets known as photons; when the radiations do fall on the material, an electron is ejected from the material if the energy of the photon is having more energy than the work function of the material. The process is known as Photoelectric Effect.

The electromagnetic radiation contains the energy in form of photons, and therefore the characteristics of EM radiations can’t be explained without photons.
