The system is released from rest while in the position shown with the torsional spring undeflected. The rod has negligible mass, and all friction is negligible. Determine (a) the value of \(\dot{\theta}\) when \(\theta\) is \(30^{\circ}\) and (b) the maximum value of \(\theta\). Use the values m = 5 kg, M = 8 kg, L = 0.8 m, and \(k_{T}=100 \mathrm{\ N} \cdot \mathrm{m} / \mathrm{rad}\).
